New Proposal: International League for the Advancement of Modern Sciences

The Federation of Marxiston hereby lodges a proposal:

International Science Act

A resolution to reduce barriers to free trade and commerce.

Description:

WHEREAS the need for advancement in science is necessary in the today's evolving world.

WHEREAS Darwin's theory of "Survival of the fittest" is accepted.

It is, therefore, necessary that scientific advancements are facilitated by all allied nations for the betterment of society.

The Federation of Marxiston formally requests the UN hereby establishes the International League for the Advancement of Modern Sciences (ILAMS).

I. The ILAMS will be divided into Medical and Biological, Physical, Geological, and Technological Science Departments, with the option of additional departments as the UN sees fit.

II. Each UN member nation will allocate funding to this cause, if they see fit, according to the income of the country, and will thereby gain access to any and all technological advancements in any or all fields, developed by the ILAMS, at the time that the discovery is made public.

III. The ILMAS will not develop any advancements towards any and all military causes, unless the UN sees fit by a vote of three fourths.

IV. The ILMAS will be staffed by an international team, comprised of scientists and engineers, each at the top of his or her respective field. There will be a Head Scientists in each department who run research with the aid of an appointed council. Furthermore, a President of ILMAS will be appointed by the UN.

V. The decision to withold or make public any discovery, innovation, or invention will be the sole desicion of the respective department Head Scientist and the President of the ILMAS.

VI. Any changes to the original ILMAS doctrine may be made by a vote within the UN.

The Federation of Marxiston formally thanks all member nations for the oppourtunity to propose this legislation.

Pseudo Socialism as applied to science.
Great, can't wait for the scientific community to implode.

For what reason should nations supply funds to a group that can decide not to release discoveries? Seeing as that is counterproductive to the aims of public research.

First glance - decent idea. There are a few problems, though.

The bold part has to go. It's game mechanics. Change it to "votes to permit it on a case by case basis". Three fourths implies a specific resolution-type vote in violation of the majority rules currently in existence, where the other only implies some sort of RP committee type vote.

" Furthermore, a President of ILMAS will be appointed by the UN.

The UN doesn't have the ability to do something this specific. Leave it off - the resolution doesn't need this line.

"VI. Any changes to the original ILMAS doctrine may be made by a vote within the UN."

Unnecessary and possibly illegal. Amendments are still not allowed, but any Repeal or expansion would have to be done via a vote in the UN anyway. This adds nothing but a chance to have the proposal removed for Game Mechanics violations.

"WHEREAS Darwin's theory of "Survival of the fittest" is accepted."

This line adds nothing to your proposal, and will have the religious nuts clamoring about Creation Science and such. Why leave it in?
