Bolster Our Nations' Homelands
A resolution to improve world security by boosting police and military budgets.

Description: Since the war on terrorism began, we have focused most of our attention on the places abroad. We have made major strides in aviation security, but we need to go further to protect our countries from ruthless terrorists. So the Democratic Republic of Ocean County, New Jersey proposes this.... a new proposal to make sure our nations our protected from the acts of ruthless terrorists.
Aviation Security:
-While passengers and their carry-ons go under stringent security, luggage kept in the baggage hold is not screened as well as it should, bombs and other explosives/corrosives could be smuggled on-board. So new baggage screening will scan for ALL hazardous materials including bombs. Handguns can be kept in locked baggage ONLY.
Port Security:
In all ports in all UN nations, all will be equiped with new port scanners that will detect any materials on ships that should not be arriving at that port. This will significantly reduce the risks of attacks on our lands via shipping on ships. In nations that have "Coast Guards" or an equivalent, all ships will be inspected "for suspicous activity."
Nuclear Power Plant Security:
While most utility companies take their own steps in their amount of staffing, but any nations with a "Nuclear Regualtory Commission" or something of the type have jurisdiction over security and safety steps. Now the UN will step in to make all of our nuclear power plants have the highest standard of safety as possible. From now on (if approved) this resolution will mandate a doubling of the security forces at these plants. Physical barriers will be put in place in more ways, new iris scans will be put in place all over these facilities plus new security checkpoints at the building entrance. To prevent an attack from above, airspace will be closed over these plants at all times, and these facilities will have anti-aircraft guns that will shoot down any "intruders"
Rail Security
Since not much can really be done in this field, the practice that is in place in some nations- the checking of passengers names on watchlists will be mandatory in all UN Nations. Many nations do have screening for long distance travellers, but some countries just can't
Chemical Plants:
New security will be put in place and most of the things to be put in place at nuclear plants will be put in place

A few concerns I have.
In all ports in all UN nations, all will be equiped with new port scanners that will detect any materials on ships that should not be arriving at that port. This will significantly reduce the risks of attacks on our lands via shipping on ships. In nations that have "Coast Guards" or an equivalent, all ships will be inspected "for suspicous activity."
1.) Who pays for these "new port scanners" ?
2.) Are these "port scanners" expensive?
3.) Are these "port scanners" effective?
4.) How do these "port scanners" work?
5.) The line: "In nations that have 'Coast Guards' or an equivalent, all ships will be inspected 'for suspicous activity.' - is this refering to the Coast Guard's ships being inspected or other ships being inspected by the Coast Guard? What I'm getting at is that the line should be made a little clearer.

1.) Once again, who pays for these 'physical barriers', 'iris scans', etc. ?
2.) These physical barriers will be made of what?
3.) These physical barriers will surround the entire nuclear power plants?
4.) Are these iris scans effective?
5.) Who will arm these 'anti-aircraft' guns?
6.) Who determines when to fire the 'anti-aircraft' guns and when not to?

This seems as if it might be a cause for "Big Brother Government". Some things need to be cleared up to prevent giving such authority the UN. Mainly, will this be enforced by a cooperative UN force, or should such things be delegated to the rights of Sovriegn Member Nations.

Alright several concerns here to point out.
1.
Description: Since the war on terrorism began
There is a "war on terrorism" in NSUN? I am wondering if this might violate the rules as it is bringing forward a real life military operation into the NSUN context.

Handguns can be kept in locked baggage ONLY.
Suitcase locks are very very easy to open with other keys or to break entirely with a small lock cutter. The DRA feels that guns should not be allowed on aircraft period in order to prevent any potential problems that could come from the gun getting into the wrong hands. The DRA has strict regulations on aircraft that force the pilot to have the cockpit door sealed during the flight, cockpit doors are made of thick reinforced steel, and they are to have at least three securing mechanisms. The DRA believes this is enough to prevent hijacking and tough airport security is enough to prevent bombs, guns, and knives from being brought on board.

Who is going to pay for all of this if a nation can't afford to do so. Also what is defined as suspicious activity? There are many loopholes here that can allow a government to invade people's privacy and conduct illegal search and seizures on the grounds of "suspicious activity". I suggest you read the privacy resolution and adapt into here but recalling that resolution or reinforcing principles from that in order to prevent openning these loopholes.

This is all well and good but you must consider the reality for a minute. If say a passenger plane enters this airspace and flies on a vector towards the building, firing surface to air missiles from the plant to the plane will *not* prevent the impact. The plane's momumentum and weight will mean that even if it had its wings shot off, the majority of that plane will hit the powerplant. Instead of insisting on surface to air missiles, perhaps insist that all nuclear reactors be designed with the appropriate structural strength to withstand a plane crashing into it. Also, will this mean that a plane with electronic and radio failure who drifts into the no fly zone will be shot down? How do you determine whether or not to fire upon a plane in the wrong area? Does the government have the right to take the chance and shoot down the airplane? If you put the proper operating procedures in place and wait to see the plane's intent, that goes back to my point earlier that by the time you see it on the incoming vector, SAMs fired from the plant will not stop its forward momentum or deflect it enough to prevent impact. The plane is moving too fast, keep in mind it would have to dive down so its airspeed will be substantially faster than normal, and aircraft have tremendous weight which gives it substantial inertia and forward momentum, especially at very high speeds.
Rail Security

That is all fine and good but how does that stop a terrorist for mining a railroad track? No nation can keep every kilometer of track under surveillance and I don't see this measure in being effective in stopping an attack. Also this deals only with passenger trains. What if a terrorist decides to target cars carrying chemicals?

I am sorry but this clause is very poorly worded and detracts from the rest of your resolution.
The DRA sees many flaws and problems withthe resolution and currently will not support it. We believe that the prevention of terrorist attacks is a national concern and that the UN should simply ensure that human rights and privacy are not adversely affected by these measures. Also the UN should focus on what breeds terrorism, such as the socio-economic conditions and oppression. By doing its job to end the factors that breed terrorism, the UN would be serving a much more useful role.

I have to agree - if you put a gun on a plane, someone will find a way to use it, even if it is locked away. Much better not to have guns at all.
Plus we tend to screen bagged already. Why wouldn't we?
On the plus side - you did not suggest armed air police, which puts you on the sane side of the proposal list :}

Erm - do you mean the materials that should not be arriving, or the ships should not be arriving? Cause if we get an SOS call we are not going to stop to scan the ship before we get it in to a dock to rescue the passengers.
Plus honestly you can just ram a ship in to the port to bypass the scanning stuff. Or in to the coastline where there are no ports.

Erm - no. I am not having private companies being given the ability to shoot down aircraft at will. That is the job of the government and no one else. Mostly because if a plane gets in to trouble then I would prefer it to land in the quickest way possible, even if that means flying over (but obviously not in to) a nuclear power plant.

A War on Terrorism? What a stupid idea. Count Adam Island out.
A "War on Terror'" lol... what will they think of next? A "War on Drugs?" A "War on Poverty?" :p
Anyway, most of these procedures are already in place in Adam Island, and I see no reason for our government to get involved. Our airports, railways, ports and plants are all privately owned an operated.
