How do you lodge a petition?

I forget the actually term, but how do you get other UN delegates to vote on various issues in the UN? I can't get it out in the open to be voted on.

You join the UN.
Then you get two endorsements from people in your region.
Then you can submit proposals.
If you get enough delegates to vote for the proposal to achieve quorum, it becomes a potential resolution and is voted on by the floor (all UN members).
If the majority vote for it, it becomes a resolution.

You'll want to post a thread in the UN forum with the first post containing the proposal before you submit it to the list. That way UN members can voice concerns, suggestions, and you can get a general consensus on whether or not to go ahead with trying to get it to reach queue.
After you're sure you have a good, solid, final draft, you'll want to submit it to the proposal list. Be sure to note what page it is on at any given time and write down the exact title for use in the next step.
Continue to keep an open dialogue in the thread you created and begin telegramming the nations you note that have already voted in the first five pages of the UN proposal list. Make sure to include the page number, th exact title of the proposal, a brief summary of it, and ask for suggestions/concerns. The friendly you are, the more friends you will make, and the more likely you will be to garner support for your proposal.
Perhaps the most important step: Keep your chin up. Getting a UN proposal into queue is hard work, and you may not accomplish it the first time around. However, with careful planning and consideration, it is possible to do so even if it doesn't make it the first time around.

PLEASE! That really helps to rule out the idiotic ones - or at least some of them. Those that aren't ruled out just clog up the list or get deleted.

And like Tues said, you will not pass anything on the first try. It's almost unheard of. Keep submitting, keep advertising, ask those delegates who approved it before to do so again.

And most importantly, LISTEN TO COMMENTS. The only way you can improve your draft is by listening to suggestions and criticism. Your final draft may look completely different from your original, but as long as it gets done what you want it to, you're fine. Others may find loopholes you won't see. Even a minor typographical error (as I know from experience) can change the meaning of your entire resolution if you're picky enough. You are the author - you have the authority to put your foot down and not change anything - but you will gain more respect, more approvals, and a better proposal if you listen and learn. Good luck with whatever you plan to draft up.
