Pilot is working to introduce a resolution directed at employing new strategies agains the proliferation of the HIV/AIDS virus. We would like to ask the U.N. community what they would like to see in a proposal along those lines so that we may incorporate everyone's interests into a draft.

Medical Research open (ala "shareware") and backed by the governments.

Any cure or aid will be dispensed as an immediate generic in order to lower costs to the public, with the discoverer receiving a lump sum grant from the government and/or tax breaks to make up for the research costs.

No stigma attached.

Euthanasia automatically allowed for these people but only at their behest.

There isn't. At least not one that addresses AIDS directly. That is what our proposal would do. We believe that this epidemic is not one that can be covered with a loosely-applied and very vague resolution.

A resolution to reduce income inequality and increase basic welfare.

Description: NOTING with horror the enormous increase in the past decade in HIV infection rates throughout the world,

FURTHER NOTING that the cost of AIDS medications is enormous,

FURTHER NOTING that most countries with significant populations of AIDS sufferers are not economically able to afford these necessary drugs due to their high costs,

REQUIRES the following:

1) The United Nations begin a global effort to educate and enlighten the populations of seriously affected countries as to the nature of AIDS as well as how to take preventitive measures,

2) The HIV testing of national and international blood banks and pools be made mandatory in all member nations in order to cut down on the rate of transmission of this disease through transfusions,

3) The establishement of a fund, contributed to by all member nations, which shall be used to purchase necessary drugs and distrubute them at low cost to the populations of seriously afflicted countries,

4) Economic incentives such as tax write-offs be offered to multinational pharmaceutical companies to allow AIDS medications to be bought in bulk and at lower than market prices,

Not exactly anything vague about that one, except #1. Try one that covers what it hasn't.

It is our opinion that that resolution is not expansive enough to deal with the problem, and it would be recalled under a new proposal. We want to better define the scope of coverage and expand a more direct effort to dealing with the problem, including the creation of a new U.N. NGO.

What would be the point to creating a new NGO when there are already existing ones? UNAIDS, GFATM and WHO are the big three under the UN's purview that need to be strengthened with increased support, resources and Manpower. What they don't need is a competing agency. Would it not make more sense to draft a resolution calling on member nations to live up to their initial commitments, particularly after UNGASS?

I am open to any ideas the member community might have about this proposal. If it is a better option to better fund the existing agencies instead, then I will incorporate that into the proposal.

But I do know that The Armed Republic of Aliste would like to go on the record by saying that - we do not like AIDS.

That's right, The Armed Republic of Aliste? Not a fan of AIDS.

We'll do all that we can to stomp out AIDS.

I have sent a TG with what I think is needed to stamp it out. Some nations may not life a few of the methods advised, but viruses are not known for their morality.
