And yet ensemble voting records indicate that "Human Rights" (aka civil freedoms) show the highest amount of UN member support:

In this figure, "HR" stands for Human Rights resolutions. Even the lowest / least popular Human Rights resolution had a stronger ratio of votes for the resolution than against.

I'll also point out that there have been more Human Rights resolutions passed than any other resolution category ... in fact, I predict the next resolution will also be a Human Rights issue. ;)
