The question first - do UN nations have the right currently to use animals in military engagements (such as the Soviets did with the bomb-carrying dogs, the US Navy use of Dolphins to find subs, etc)?

Sorry, but has someone else brought this up previously? I am sure there has been a debate in recent times (the past two weeks?) about not using animals in the military cause they have little or no free will and should not be made to die for something they don't understand. (I was talking about the animals, not the military, although I could see how it could be confused).

It was there before.

My proposal would be to remove the issue entirely from the UN, and make it a national soverignty issue.

In other words, a proposal to remove the ability of the UN to pass laws about the idea.

I don't think that's allowed. I tried to get a death penalty proposal up that would leave it up to the nations but Cog ruled it illegal.
