If I join the UN can i un-join at a later time?
When i join the UN do all of the 78 proposals affect my country or proposals voten on after i join?

You can resign at any time. I beleive you have to request another telegram to rejoin.
By joining, you "officially" accept the prior resolutions as part of your country's law. If you have slaves, they are all instantly freed. If you have single-hull tankers, they are taken away from you. All your citizens get a bushel-full of rights, and all sorts of new stuff becomes either legal or illegal. There's not a thing you can do to stop any of it either.
(In game mechanics terms, there is no actual effect except when a new resolution passes while you are a member.)
