This is a proposal that needs to be considered by all UN regional delegates. This is no trivial issues as some proposals are, but instead the aim to remove the threat of genocide from ever happening within our global community. If you know what is right in you morals, then you have to help this proposal to be debated by the UN and, hopefully, passed. If you find it withing yourselves that such an act should not be agreed upon, then may the rest of the nations forever look down in contempt at those who would sit and watch as genocide occurs. If you know what is right for the world, then please make this resolution be put forward to the vote.

2004 Genocide Act
A resolution to improve worldwide human and civil rights.

Description:
Events from our past have impressed upon our nation that should be something considered by the world. Our worlds history is dark, full of war and the ill-treatment of many innocent people, but none that has affected us so much as this. A genocide, the deliberate killing of a group of people, whether they are of a particualr religion or race; the world needs to realise that such things are taking place in the world and should take efforts, as a global community, to counter this terrible act to happen ever again, therefore, the following points will be implemented.
Explanation of Genocide: The systematic and planned extermination of an entire national, racial, political, or ethnic group.
Should any of the explanation of genocide be discovered in a nation, the immediate response shall be as followed:
1) The immediate sending of UN inspectors to determine if genocide is taking place.
2) If it is found that the nation is commiting genocide, immediate international aid is required to help protect the targets of the genocide and UN sanctions imposed against the nation.
i) International aid is defined as follows:
a) The Supply of peacekeeping forces from the UN
b) The supply of medicines and any food aid required
by the targetted group.
3) If the genocide is not stopped within a time that is decided, then powers will be given to UN forces to rectify the situation in any way that is required.
4) Those that break the genocide act will be accountable for crimes against humanity and those that collaborate or help in the genocide will also be held responsible.

Okay, this resolution is flawed, like the last one.

1. You're assuming UN inspectors will let in and have the technology to reach the nation. If I started commiting genocide right now, I have the advantage of being nearly 2000 lightyears away from you and in a region of space that, which annoys me, cannot be mapped at all. For all they would know, this would be a lie made up by the people.
2 and 3) There is a problem: Why is the nation commiting genocide? If they are doing it against a people determined to wipe them out and who simply won't give up, then there are questions of justification and whether the UN would be stopping one genocide to allow another. This could be a cause of some alien race having invaded and the nation doing the genocide doing it just to survive. See the movie Species for one possible example.
4) This really doesn't help much if the UN doesn't have the technology to reach them. Also, not all intelligent people are human. If I decided to exterminate all members of the nation of Merlyns or Tiamat Taveril, I wouldn't be guilty of crimes against humanity because they are not human (they're Sarkarasetan). You need to remove the humanocentric view if you want this to be effective.
Basically, you have a lot of work to do before it is one I will back. It needs to be expanded away from a humanocentric view and altered to allow for the regrettable times when survival dictates extermination.
I am fortunate to not be forced to do it yet and only used my nation as an example to show a few problems with it. I do not, as someone read on the topic correctly, view it as a desireable tactic or one I wish to try.

In response to DemonLongEnigma's post, possible suggestions and revisements are as follows:
1) The immediate sending of UN inspectors to determine if genocide is taking place, if it is possible. If the nation refuses access to the inspectors, then UN sanctions will be placed against the nation.
2) If it is found that the nation is commiting genocide, and is not being forced into the decision through self-surival (see subpara 1a) , immediate international aid is required to help protect the targets of the genocide and UN sanctions imposed against the nation.
i) International aid is defined as follows:
a) The Supply of peacekeeping forces from the UN
b) The supply of medicines and any food aid required
by the targetted group.
3) If the genocide is not stopped within a time that is decided, then powers will be given to UN forces to rectify the situation in any way that is required.
4) Those that break the genocide act will be accountable for crimes against humanity (see sub-para 1b) and those that collaborate or help in the genocide will also be held responsible.
1a)Self-Survial: The event that, due to hostilty from an attacking species to the extent that a species is threatened with possible extinction, then a course of action where the eradication of the attacking species is the only possible choice will be exempt from this act.
1b)Crimes against humanity: Any species that is sentient, whether biological under the Earth definitions of biological or not.

Define "Crimes against humanity" to include any species that is sentient, whether biological under the Earth definitions of biological or not. Once that is included, my only remaining objections are easily eliminated by pointing out the nations in the UN that are capable of FTL travel and devoting enough resources to finding a planet in a short amount of time.

Of course he is. If the Resolution says that UN inspectors will be let in, they will be. That falls under the "you can't ignore Resolutions" part of the rules.

I would widen this to say something along the lines of:
Explanation of Genocide: The systematic and planned extermination of an entire national, racial, political, or ethnic group. Or - the manipulation of circumstances to deliberately put national, racial, political, or ethnic groups in a position where they are unlikely or unable to survive.
Eg. Burning of crops and bulldozing of homes, in a region where subsistence agriculture is the norm - Darfur, for example.
Other than That, this looks pretty good

I would widen this to say something along the lines of:

Eg. Burning of crops and bulldozing of homes, in a region where subsistence agriculture is the norm - Darfur, for example.
I believe this comes under planning to commit genocide, although should this require to be made clearer then it shall be included within the resolution. Thankyou for this input.
