Luck, luck, more luck, and a little bit of timing.
It's almost a science or art to get a proposal through to the UN floor for vote as a resolution.
You might want to take a gander at the UN forum for more suggestions, but my strategy has always been and will always be: Telegram like crazy, and get the word out.

Telegramming. The key to getting a proposl to quroum is telegramming. Frankly, the forum can be totally oblivious to a proposal, and it'll still reach quorum as easily as otherwise. You must contact the delegates. With 100,000 nations in the game, and often dozens of proposals you can't expect enough active delegates to randomly happen upon your proposal and approve of it. You need to set aside quite a bit of time, for the several days it's up for approval and telgram delegates.
That's the way.
