Can individual nations put forward resolutions againt other nations; for example Resolution 1441 against Iraq in 2002?
Also, if a nation puts in a proposal, how do other nations vote for it - I mean does it happen on this forum!
Thanks for your help

Though you can not submit proposals against other nations, you may "roleplay" by requesting that other nations adopt (on a voluntary basis) a "statement" that you make. Just be careful to never submit that statement into the UN queue.

The reason you may not submit proposals that target individual nations is that the game is not coded such that resolutions can impact specific nations. I suspect this is also done to prevent a group of players from singling out another player too (though I doubt there is an official position on this).

Back in Feb. I asked other nations to join my nation's "statement" against the nation of Joccia, which was practicing ethnic and social cleansing. It was extremely fun and is probably why I'm still playing the game today.
