Universal Human Rights Act 1 - A resolution to improve worldwide human and civil righ

Her Majesty's Government of The Kingdom of Commonwealth Nations would like propose a resolution that will provide the people of this world rights and freedoms which many do not have.
Her Majesty's Government understands that there are a number of Nation States out there which will never grant its citizens the human rights that so many of us enjoy, and as a result, we have decided that this resolution will therefore not propose such. We however, wish to come up with a resolution which will provide every human on this world at least some rights.
Ladies & Gentlemen of the United Nations, The Kingdom of Commonwealth Nations presents you The Universal Human Rights Act 1.
This Act will unfortunatly not be far reaching. It will however provide rights to men and women, to those even in dictatorships, that will give them hope and yet keep their Governments intact. This Act will grant citizens:
-The right to democratic elections (While some States will not allow political freedom, it must allow people the right to vote, even if other political groups are outlawed)
-The right to safety and security (while this may mean that some States will equire obedience and loyalty from its citizens, in return these States musrt provide protection from crime )
The Kingdom of Commonwealth Nations has decided that this resolution, shall only contain these two rights first, as if we were to argue for freedoms and rights enjoyed by countries in the West, the dictatorships in this world would throw this resolution out. Therefore, with a limited resolution such as this, at least there is a chance for some of the worlds most oppressed people to have rights which at the moment they do not enjoy.
You may notice that this Act has '1' written at the end- this is to show that we hope this to be the first of many Acts which will allow freedom, justice and democracy to prevail.
Her Majesty's Government is aware that for many this does not go far enough. To that we would say that we must be realistic. We could use military force to allow the reign of freedom, but is violence the best answer? We must use small steps to get our way, even if it means that dictatorships will still exist. We must even work with the devil himself to help our fellow men, womena and children in their desire to be free.
Her Majesty's Government counts that you will support her in her aim to make the world a better place.

Firstly may I take the opportunity to welcome the honorable member from The Commonwealth Nations to the NSUN. I have noted your proposal and my first recommendation would be to respectfully refer the member to the ‘sticky’ threads in this forum. I draw specific attention to the threads headed ‘Before you make a proposal’ and ‘United Nations Resolution Writing Guide’. The ‘Case study of deleted proposals’ may also be worth reviewing.

These threads are excellent resources not just for what their titles suggest, but also a wealth of helpful ancillary information regarding the NSUN. If there are any points you would like to have clarified, please feel free to contact me.

I have purposefully not provided a critique of your proposal, since I feel it would be unfair to do so before you have had the opportunity to review all the reference material.

Why must certain countries force their liberal sentiments upon the finer visions of governance that live without taunting others or forcing their beliefs on other countries? Catholic Skinheads believe in freedom, but we also believe in a very orderly society, which can only be attained by strict political organization that does not allow for the over-contemplation present in Democratic Republics. Why must you force us to establish bureaucratic, wasteful, and inefficient governments that steal money from their people only to finance corrupt expenditures? We will stand against the corruption of our sovereignty.
