Request for a proposal to create a UN Civil Liberties Union

Just today, it has been announced in the nation of Fruity Loops that rap music has been banned in that nation. The source for the news can be found here:

Because we in the Roman Empire strongly believe in the right to freedom of expression and because United Nations Resolution #26, "The Universal Bill Of Rights", expressely upholds such a freedom and calls for all U.N. Member nations to institute and uphold this right, we are asking for a proposal to be made (as we are unable to make a proposal for a lack of endorsements) where a United Nations Civil Liberties Union is created to ensure that the rights of U.N. Member Nations' citizens are upheld and protected, and to campaign vigorously for worldwide human rights. Our nation will provide the base for such a union and will train diplomats in this regard.

Fruity Loops are not UN members, so they are not affected by any UN resolution. Neither would they have to pay any attention to anything the UN tells them to do.

In any case, through its enforcement of UN resolutions, the Compliance Ministry already ensures the UN-protected civil rights of UN member nations' citizens.

The Compliance Ministry deals with everything in the UN- I want to create a focus group for rights similar to the American Civil Liberties Union. As for Fruity Loops: I'm aware there's nothing I can do UN-wise for that, but I thought that maybe this UN organization could also be a lobbying group to provide diplomatic pressure on nations in such a situation, though I acknowledge that may be extremely tricky to pull off. Regardless, after reading that post it came to me that human rights does need a voice and I want to give them that voice.

Perhaps you are talking about forming a UN panel that can condemn human rights atrocities and lend their moral support to oppressed groups without having to take the time to pass a new resolution?
