Hello, being new you may want to read the stickies and my own 'what can the UN do and what can it do for you' (link in sig).
Once proposals get enough delegate support they go up for vote.
There are usually 2 or 3 a month.

Hi, welcome. The game FAQ also gives info on the mechanics of the UN. One thing - before submitting a proposal, do check the stickies to ensure it's legal and won't get you deleted, and also it's nice to post a draft copy here before you submit so other members can help you improve the text and generate awareness.
