Tell your friend to make a new nation and ask his regionmates to endorse him. If he gets the most endorsements, he gets the delegacy.

I think if you leave the region and come back you lose all endorsements. or you can simply resign from the un and then rejoin.

You have to stay out through at least one UN update. Call it 24 hours to be safe.
