Freedom of media proposal

Firstly greetings to all of my esteemed United Nations delegates.

As the proud leader of Woondabalogaatree I am proposing my first UN resolution and would appreciate your help and assistance.

To further uphold the freedoms of democracy I am proposing a bill which will limit cross media ownership while allowing more freedom of expression in a balanced manner.

Below is the full text of my proposal, while the brief overview is in process your thoughts & input would be appreciated regarding the full wording.

Media freedom

All member states allow visa free travel for accredited members of the media between their borders without let or hindrance.

As part of this process the ATA Carnet should be abolished due to its huge cost to the industry.

All equipment used in television media must be of an appropriate technical standard ie; S.M.P.T.E. or E.B.U.
Society of motion picture technical engineer or European broadcast union.
The use of “pro-sumer” or domestic equipment will be banned from use unless this equipment is to be used in covert situations or non United Nations countries, which have a low standard of personal freedom or in dictatorships, which are known to torture journalists.

All members of the media must not be abused by officers of the law or military during the corse of their undertakings.
Un-reasonable or actions which limit the media in it’s attempts to convey the story to the world should be dealt with by that country’s legal system which will have the power to either remove from or imprison the person or persons from any government organisation which attempts to inhibit freedom of the media and it’s undertakings.
Members of the military or police services must act with professional respect towards all members of the media while awaiting a suitably trained media relations officer who will be able if reasonably safe to lead all members of the media to a point close to the situation which will give a un-hindered view.


Media Ownership.

To maintain a more balanced level of available media to the world’s population all member states should endorse laws which will ban residents from owning any more than one type of media company or station within the united nations.
Cross ownership of print, radio & television services or owning a portfolio greater than 1% in any other media outlet will become illegal.
Transmission of political material should remain un-biased or if deemed to be biased to left or right leanings then an equally biased transmission must be allowed within 24 hours or less but not tucked away in a “graveyard” time slot but in an equal time slot with potentially the same audience availability.
Family members of politicians will be banned from working in any areas, which can control or illicit governing ability over any media outlet. This includes federal communications authorities, Boards of directors and censoring authorities.

Nudity & Profanity.

Nudity & profanity should be allowed after 21.30 hours in any particular market as should the allowing or transmission in either the radio or television medium after this allocated time slot.
Acts of a sexual nature should also fall within this boundary with no bias towards, heterosexual or homosexual acts between consenting adults or any professional production, which is considered to be non violent erotica.
Radio transmission or erotica will also fall within the 21.30 time slot while music which may contain low levels of profanity can be transmitted in it’s entirety at any time slot music which contains a gratuitous amount of profanity can be transmitted prior to 21.30 hours if the profanity is removed or beeped out.

Censorship.

All member states are to undertake a level of censorship, which will make illegal the transmission of paedophilia, Snuff films or death of persons during live transmissions. Accidental transmission will be tolerated once per calendar day if it is clearly seen the acts were outside of the control of the transmitting body.
Limited nudity will be allowed during the hours of 0630 and 2130 although areas of genitalia should be blocked from visual transmission.
Profanity should be removed from all transmissions between the hours of 0630 and 1800. After 1800 hours it will be the transmission stations responsibility to keep levels to an acceptable level.
Religion will not be deemed a suitable area or reason to amend these transmission times or guidelines.

Sport
All national sports will be given at least twenty hours of transmission every working week eg Monday to Sunday at time slots which would appeal to a general or G rated audience.

Religion

All religious or religion related transmissions will be limited to the hours of 0630 & 1600 hours Sunday. Content, which includes religion and political matters will be banned as religion and state must remain separate entities.
Any station or wire service be it radio, print or television which refuses to adhere to this ruling will have it’s licence revoked.
Any station or wire service which transmits from a non united nations country to a united nation country can have it’s signal blocked by that united nations country protecting it’s right to free and balanced media outlets.

I think the sections dealing with nudity and censorship are overreaching here.The UN shouldn't tell me when I can have swearing on the radio. We have a completely censorship-free media and we're proud of it.
