Here's the proposal
Budapest Pact

A resolution to increase the quality of the world's environment, at the expense of industry.

Category: Environmental

Industry Affected: All Businesses

Proposed by: Reactioneers

Description: Founding and funding of the UN Renewable Energy and Fusion Reactor Research Institute (REFR). All nations shall contribute to the further research and gradual switching to safe energy sources.

As the word's population doubles, the energy demand triples. This is due to industrialization and economic growth of developing nations. Continued use of fossil fuels will rapidly deplete these limited and localized natural resources while polluting our world.

Deuterium in the earth's oceans is sufficient to fuel advanced fusion reactors for millions of years. The waste product from a deuterium-tritium fusion reactor is ordinary harmless helium.

Solar and renewable energy technologies are safe and feature an unlimited fuel supply, tough they are geographically limited, climate dependent and unable to meet the energy demands of a populous and industrialized world at today's technological level.

Nuclear fission, suffers from a negative public perception. High-level radioactive waste disposal, and the proliferation threat of weapons-grade nuclear materials, are major concerns. The fuel supply in this case, uranium, is large, but ultimately limited to several hundred years.

The prospect of successful nuclear fusion technology, on the other hand, promises virtually unlimited energy, with very little danger. The radiation from a magnetic containment device is easily shielded, and (unlike uranium-fuelled fission power plants), if there is an accident and the magnetic containment is breached, the reaction immediately stops.

The institute's goal is to apply the researched energy sources at a worldwide percentage of 15% in 15 years, at 50% in 30 years, and at 100% in 40 years.

Approvals: 48 (Fojiman, Coolet, Saniuqa, OMAPA-NAEN II, Tajine, La Commune Quebecoise, Concerted Socialists, Crypto Fascist Monks, Gaposis, Callisdrun, Smackahoe, Unknown Peoples, Lord-General Drache, Krigerania, Euphori, Reasonabilityness, Harhun Emyn, Nihilank, Alla Xul, Nendeln, DragonSpeartopia, Nashdom, Ravea, Cornflake Gremlins, The Magdalen Islands, Kasgor, Exilis, Catanacia, The Playboy Mistress, Orioni, Suomen Turku, TRI-CAL, Researchia, Solidus Cell, Similitudia, Primaina, De Silva, New Davetopia, Osmanovia, Utyrioxrxtfxcfgxg, Lovatotomato, Styrland, Brock Island, Alderadan, Shmeek, Hand Cannons, Order From Chaos, Netferweb)

This proposal lacks specificity in HOW it will be funded. A tax on all nations? The UN has no funds to distribute. A better proposal would specify voluntary contributions as the funding source.

Your proposal is good in principle but lacking specificity.

The UN as other international organizations or states has a budget. It could not work other way. You could not send in a proposal to the secretariat, you could not arrange sessions without that working.
It simply has to be inserted into the NSUN's already existing budget. Like any Committee's costs thet were already funded at NSUN. (Like the NSEC, UNITED NATIONS RESOLUTION #54)

What if I think that it's pointless and don't want to contribute?

What if I have no spare money to contribute?

What if I don't want to contribute cause I think renewable energy resources are a myth?

So TilEnca... you do not believe in renewable energy sources..... you don't believe that we can use the powers of the rivers, the energy of the sun, the wind, the seawaves to gain electricity... you think that these all are a myth.
You think that fossil fuels and fission energy is the best thing we will ever be able to use..

I give up! You have converted me! I have a new NSUN proposal:
The geocentric ethos was the right one! The Sun and the stars are circulating around Earth, around Us, we are the center of the Universe, we are the chosen ones! I don't understand the principles by which machines are working, let's forbid these devious machines!

Hmmmm. No I don't really think that it is good for us to put our head in the sand and not handle things that are inconvenient. Or maybe harder to reach. It is a challange! And the bet is about humanities survival... keep in mind when pushing buttons on your computer near your comfortable desks...

... although it is also a decision to close eyes and think that everything is ok... when we invented the wheel, we also could have sit down and think how ingenious we are, and abandon any further technological advancements... but fortunately we didn't :)

Could we use all this sarcasm to generate new energy?

And no - I don't think it is a myth. I am just asking why you (and this proposal) gets to pick how I spend my money? I can find better things to spend it on than a flight of fancy on something I don't honestly believe will ever totally support the world, let alone my little nation, in it's energy needs.

when we invented the wheel, we also could have sit down and think how ingenious we are, and abandon any further technological advancements... but fortunately we didn't :)

And thus we created the atom bomb, the machine gun, the cross-bow and all sorts of other new and exciting ways to kill each other.

Progress isn't always a good thing :}
