Draft: The Unified Space Agency

First: It is with great pleasure and honor that I thank the United Nations in allowing the Unnited Socialist States of Snoogit into its domain, and our nation hopes to provide a voice that can help bring reason, and excellence to the other members of the delegation. U do not currently have endorsements for my nation, but I am looking forward to the time when I shall recieve them. Until then I may ask my fellow UN Members to assist our nation with its proposals.

I submit today a draft proposal for a Unified Space Agency.

It is within all of us the determination, and drive to explore our surroundings. We as a race of Humans are driven to expand our knowledge, and redefine our interpretations of the world around us. Today our scientists are finding miraculous things within our universe. Scattered amoung the galaxies and solar systems are other worlds, and other potential planets with which we can make communication.

We can expand our complete understanding of our universe, and our solar system if we unify under one banner, one force so that we can spread the benefits of our exploration amoung the nations of our planet.

This Resolution will:

1. Expand the capacity, and capability of the current UNSC to include a stronger research and development center.

2. Encourage Member nations to fund Space Research.

3. Encourage the sharing of knowledge gathered from space research completed after the passage of this resolution to all member nations who can benefit from such technology.

4. Create a Space Research center.

Just a point of order:
1. Create one Space Agency for the entire planet (The UNSA)
The UN is not allowed to legislate for the entire planet. This could be changed to something along the lines of
"1. Create one Space Agency for all member nations of the UN"

I'm not sure about the phrasing there, and in other parts of the proposal, but I'm not particularly good at editing proposals. I'll leave it to others to go over that part.
In principle, I believe you have a good idea.

Just a point of order:

Unity in space efforts is a good idea, but I think you need to look over previously passed resolutions which I believe overlap with your proposal: http://forums2.jolt.co.uk/showthread.php?t=357572

Plus I have been working on my own SETI proposal for quite a long time (You can find the current text here: http://forums.jolt.co.uk/showpost.php?p=7037849&postcount=28. The main thread for the drafting and editing is here: http://forums.jolt.co.uk/showthread.php?t=342083&highlight=SETI) It was put on hold after the mods said I couldn't submit yet because there is not at this time an appropriate category for such a proposal, and I would really appreciate it if you didn't jump in and try to set up a SETI organisation yourself at least until the category problems are sorted out (Cog has suggested that the mods might add new proposal categories sometime).

Since the matter of a search for intelligent life is so important, I feel it warrants its own, more detailed, proposal, like mine offers. If you wish to work together, I would of course be willing to work with you to incorporate any good ideas you might have into my text, in which you would of course be credited for any major contributions.

The United Socialist States of Snoogit recognize UN Resolution #50, but we feel that the current resolution does not go far enough in explaining and defining the role all member nations must take to come together for a unified space exploration program. Our effort is to create one single resolution that clearly, and accurately defines the UNs role in future space exploration.

We are willing to cooperate with the Nation of Myopia in an effort to bring a unified SETI program to the UN.

The USSS is willing to expend the resources to construct, and maintain a large satellite recieving dish in the Yipp Mountains near the western coastline of our fair nation. We will also allow scientists from other nations to use, and record from our instruments without any charge being applied to their useage of our technology.

Its good to know that you're prepared to contribute resources. _Myopia_ probably couldn't afford to contribute much, but there might be help from one of our non-UN breakaways (OOC: read puppets - _Myopia_'s economy is imploded, but one of my puppets has a strong economy and would be willing to contribute).

So what do you think of my UNOSETI text? I linked to it in my last post.

As to previous resolutions, I'd at least note in the proposal that you recognise these and are trying to build on them, or something.

Yes, must take in account that many of us are interplanetary, and do deep space exploration on our own. How would this proposal effect my military space exploritory and defensive fleets? Would this mean I would need to provide classified propulsion technologies such as the Tekanian Kraskinov Drive systems and Acubeir Warp systems to all UN member nations? Would I be required to check with the UN before doing inter and intra galactic missions? What about my colonies (They are all under the Republic Protectorate but not, of course NSUN members).

Make membership optional; it sounds like it might be already but make this explicit - therefore allowing nations who do not wish to have a space programme to opt out as well.

This reads like a proposal for coordination of space research, have I got this right?

Correct. Our proposal is more for research than actual space exploration.

Although our economy is considered fragile at the moment, we are willing to invest the needed resources into a SETI program. The USSS recognizes the Proposal set forth by the nation of Myopia, and are willing to assist with any means neccisary.

Perhaps we can combine our two proposals, and make one strong unified proposal?

Personally I feel these issues to be important to warrant separate detailed proposals. Plus, keeping them separate allows nations to support one part even if they object to another - a unified proposal is not necessarily stronger, in fact it might well hinder chances of passing for both ideas. So I think it would be best if you cut references to SETI in your proposal, and then suggested any additions to my SETI proposal you think might be good from your ideas.
