4. DECLARES that the immunity to liability associated with rendering aid applies only to work associated in disaster or emergency assistance, and that all other normal domestic laws should apply to these individuals.

What about fraud? Say someone decides to send a million cases of expired food, and a lot of people get sick and die. Is the person "immune to liability" because he was sending it to a relief effort?

Firstly there is already one or two threads for discussing this, but the more debate the merrier.

Secondly - I am not sure this question is covered by the proposal. As it stands, this proposal covers those who cross in to the nation in distress to help. And by so crossing in to that nation they put them selves under the laws of that nation.
If you are just sending food across the border, but not going yourself, you are still under the laws of your own nation, and so would not need protection from the laws of the other country.

Thirdly - assuming my second point doesn't hold water (because you would have to talk to someone who knows international law better than I do) it really depends if it's fraud or not. If you knowingly send a lot of out of date food to someone then I suspect that is actually an offence. But if you send the food in good faith, either because you don't know it is out of date, or because you have no way of finding out, then (and again - this is just my opinion and I am not a lawyer) you really haven't comitted a crime and - by the way the proposal is phrased - would be protected under it.

Actually we're trying to keep it to one thread. The old standard had dozens of topics per resolution, and it was very confusing and annoying.
