Greetings fellow plenipotentiaries,

I have recently submitted the Global Aegis Accord to the United Nations. This is a proposal that intends the further the justices and harmonies of environmental acknowledgement. Within this proposal I discuss: global warming, alternative fuels, nature conservation, emissions standards, and more. I would be ever obliged if you would support this proposal.

Global Aegis Accord

A resolution to increase the quality of the world's environment, at the expense of industry.

Description: This Resolution entails a greater global consciousness pertaining to: vehicle emissions, factory emissions, chlorofluorocarbons, fuel efficiency, and reduced violation/destruction of nature preserves.

In order to further the fight against global warming, and the deterioration of earth's environmental integrity; Rebepacitopia wishes to enact an accord which will require automobile (as well as other popular vehicle industry) to conform to an international emissions standard. In addition to emissions, automobiles must slowly phase out gasoline dependency. Alternative fuels will thusly be implemented (including, but not limited to, hydrogen fuel cells) in order to prevent further truculence and environmental misdemeanors. Any United Nations member found in direct violation of the terms of this clause will be tried before an international tribunal. The anticipations/requirements of this clause are:
-Gasoline dependency in automobiles shall be non-existent after 12 years.
-Automobile emissions (as well as those of airplanes, motorcycles, tanks, etc.) shall conform to an internationally acceptable level.
-At least one plenipotentiary from each United Nations country is to attend an international global warming awareness/prevention summit.

The next entailed element of this resolution is factory emissions and CFC's (chlorofluorocarbons). In recent years, CFC's (as well as a plethora of global factories) have been found to be detrimental and unnecessary. A goal of this resolution is to (after a selected period of time) completely abdicate the usage of CFC's in any military/industrial/civil application. In addition to the aforementioned debacle with CFC's, factory emissions will be addressed and forced to conform to standards similar to those of automobiles (see the first clause of this resolution). The anticipations/requirements of this clause are:
-Chlorofluorocarbons (following a set period of time) are to be eradicated from any and all applications with respect to their inimical tendencies.
-Factory emissions are to be monitored intensely.
-Alternative (non-nuclear) operation methods are to be researched and implemented in factories (reducing coal/gas dependency).

The last clause will discuss the repercussions and constituents of fuel efficiency and reduced violation of natural preserves. Fuel efficiency (as partially discussed in the first clause) is to be regulated in automobiles, planes, and other forms of transportation. An international commitee will articulate (following a discussion from global science experts) the minimum miles/Km per gallon. This will be ephemeral, acting only until revolutionary fuels are introduced. The next motion concerns a reduced violation of natural preserves. Each abiding nation will refrain from violating the sovereignty of (enforced) wildlife/plantlife preservation sites. The size of each site will be directly proportional to the size of the nation in which it is established. The anticipations/requirements for this clause are:
-Fuel efficiency shall be complimented by an international commitee.
-Fuel decisions shall only act until alternative fuel methods are made available.
-Natural preserves are to be respected by domestic/ulterior authorities.
-If not available, natural preserves shall be established in each nation.

The idea behind this is fine, and laudable.

But the entire text is too vague and wolly. It will either cover no one, or cover everyone, including those who aren't currently damaging anything.

I would be more inclined to support it if it were a tad more definitive.

The way I read that, it's a description of what you want the proposal to include, rather than the actual proposal. No resolution should contain as many parenthetical descriptions of things that might or might not be.

This line is quasi-illegal: -At least one plenipotentiary from each United Nations country is to attend an international global warming awareness/prevention summit. You can't mandate specifics of player activity, though a case could be made that this doesn't specifically require that level of interaction. Either way, it doesn't add anything to the proposal, as my rep would drop by, have a cup of rainforest-free coffee, and catch the next flight out.

There also appears to be a fair amount of overlap with existing resolutions:

How many more resolutions do we need to increase income taxes, decrease our economies, and provide dubious results, other than making the tree-huggers feel better about themselves?
While this nation supports the use of alternative fuels as good common sense, we don't need the UN to tell us to do so. Dependence on foreign oil simply enriches those nations that lord over us with their artificially inflated oil prices. This nation, for one, is tired of handing over our hard-earned Mabuses (San Mabusian currency) to foreigners in silly garb who have more money than their pagan gods. But I digress....
We have enacted alternative-fuel research programs which do not harm our industry (currently rated a Powerhouse); however, we do not expect to be able to comply with the complete elimination of fossil fuels in twelve years' time. This is certainly too optimistic. Research takes time.
