What in-game penalties are there for not complying w/ resolutions?

I was told that people can be booted from the UN for non-compliance, but now another guy says that no one has ever been booted (and said guy explicitly said he isn't following any resolutions).

From my understanding, the effects of the resolution are built into the game mechanics. The nature of the Sea Laws resolution, for example, was to increase trade or freedom of trade. This would be reflected in a nations gdp or economy. They cannot ignore that aspect of the resolution.

Who told you this? I've yet to see it happen.
I was under the impression that you can godmod in two ways:
You can claim to comply to few UN resolutions.
-or-
You can claim to put nukes surrounding every nation in NationStates.
My point, who freakn cares. If somebody starts godmoding (and the nuke thing is just that) people just ignore those people. If somebody wants to constantly bicker about the UN, they'll find they also are frequently ignored.
My advice is to just let it go. If you think the player is fishing for some fun roleplay, then don't take it to the moderators, just threaten them back. If they want to go to a dodgeball war, cool, have fun. It will be silly and interesting at the same time. If they want economic boycots and the like, that can be fun too.
I'm constantly looking for "well" roleplayed UN conflicts and I've seen very few. With that in mind, a nation claiming it is skirting a rule or two is great copy for the NS Times, and I'm certain that either MiervatiaToday or the Hersfold Herald will send reporters to cover the situation.
If you think those two newspapers aren't covering the news you like, I'd highly recommend going to the site and contacting the NS Times editor in chief with copies of articles from a paper (maybe from your country) that you happen to like.
Anyway, go out and have fun. But please don't complain about somebody godmoding or twisting the rules if you are going to turn around and do and say things that are equally silly.

Yes. Well-played and rational non-compliance can be an effective tool for role play and making a point. Bwahaa. Just don't run around saying, "No resolutions effect me ever, because I am teh leet haxor."
