Child Protection Act

A resolution to restrict civil freedoms in the interest of moral decency.

Category: Moral Decency Strength: Strong Proposed by: LLJK
Description: Children are humanity's most valuable asset for the future, and as such all measures must be taken to protect children from harm.

Definitions:
Pornography: Any form of entertainment with the purpose of sexually exciting the viewer.
Minor: Any human under the age of consent in the signing nation.
Adult: Any human over the age of consent in the signing nation.
Entertainment: The transmittion of ideas meant to be (in total) pleasing to the viewer over any medium.

Resolution:
No adult may create or view any pornography involving minors.

Enforcement and sentencing for breaking the ban lies with the individual Nation States.


A vote of yes is a vote for decency.
Note that the punishment for child pornography still lies with the UN Nation, letting the nations allocate thier police resources as they see fit. This resolution simple mandates that there must be a ban and some punshiment in every UN Nation.

I will support this, but quite honestly I don't think this is going to do anything to stem the tide of child porn in the UN Nation States, and since it isn't binding outside the UN it won't do anything to help the majority of the children across the world.

Not to be a total downer of course :}

This proposal, which lacks teeth to begin with, could be made more useful by banning the trafficking of such materials across borders. Though I support keeping sovereignty in the punishment of such crimes, I'm thinking this proposal should be more aimed at encouraging legislation in member countries to deal with it. My two cents.

The Free Lands of Elveshia would like to cite one flaw with this legislation. The Elveshian age of consent is 15 years, and under the terms defined here a 15 year old paying two 14 year olds to have sex while a third 14 year old films the activity is perfectly legal. I fear that this legislation will simply create a market for underaged cameramen (or is that cameraboys?)

Sirloinia welcomes the resolution. Our laws are already much stricter, but some nations laws are not. We need to get them in line, to ensure that no child in the UN is left unprotected. The children must be protected. If this resolution is passed, further resolutions expanding on it must also.

No it doesn't.
The 15 year old adult is creating and viewing the content which is illegal. Even if the minors created the content themselves any adult that views it is commiting a crime

You can't create laws against international trafficing unless the thing being trafficed is illegal.
This is the first step, a proposal doing what you propose can come next.
