There should be a UN resolution outlying countries who don't give their countries the right to be able to leave their country if they want to.

A country shoul not keep its people trapped inside its borders just because its people are unhappy.

Therefore I think there should be a UN resolution giving people the right to leave their country if they want to.

Anyone can draft a proposal. If you feel strongly about the right to emigrate, why not write a draft (if you haven't already done so, read the stickies at the top of this forum relating to writing resolutions before you get writing), post the result here so we can help you improve it, and then submit it?
