UNITED NATIONS TELEVISION (UNTV) & RADIO STATION (UNAM)

Recognizing that media can serve to promote democracy by making government more transparent and accessible, and thus more accountable and democratically excellent, the United Nations has agreed to establish the television station (UNTV) and the radio station (UNAM) broadcasted in all UN member nation-states.

UNTV & UNAM will broadcast live or recorded UN public conferences, hearings and votes.

UNTV & UNAM will be funded by the UN and will never receive more than 5% or less than 2% of the UN budget.

Each UN member nation-state has the right to equal amount of air time on each medium on a monthly basis. Each UN member nation-state may give, not sell, their air time to any other UN member nation-state.

The general idea is good, probably "Furtherment of Democracy" (via UN propaganda, but why not). However, I'll have to see something more of a proposal before I can support or not support officially.

Resolution to establish UNITED NATIONS TELEVISION (UNTV)

Fully aware that the UN needs more media attention to promote our cause and message.

Recognizing that media can serve to promote democracy by making the UN more transparent, accessible, accountable and democratically excellent.

Convinced television can act as a pro-active preventive diplomacy tool.
Affirming the above, the UN has agreed to authorize the establishment of a dedicated UN television station (UNTV) managed by the United Nations Audiovisual Department (UNAD).
UNTV shall be broadcasted through the establishment of long-term broadcasting partnerships with TV companies/networks worldwide. Adequate air time will be purchased to broadcast UNTV for 20 hours a month in at least one municipal market and on a single network primarily in each nation-state that has a minimum population of 250 million. Understanding TV air time rates depend on location, time of day, network, audience, availability, supply and demand; the UN Audiovisual Department affirms it will purchase air time only after calculating the best cost-benefit analysis and air time rates, and is subject to regular scrutiny
Video tapping and production of all UN programs (documentaries, films, etc), conferences, round-table discussions, weekly news, and votes will be conducted exclusively by the UN Audiovisual Department.
Affirming that only participating nation-states will contribute to the budget of UNTV, and that UNTV will never receive more than 5% or less than 2% of the total UN budget.

Proclaims any UN member nation-state may purchase additional air time from any participating network if they believe it is in their best interest to promote a particular cause.

In addition, UNAD is authorized to sell UN programs (documentaries, films, etc) in its archive to any network in any nation-state, and to use this revenue to contribute to its budget.
Calls upon the UNAD to begin to take all necessary action immediately and to engage in a pro-active marketing campaign with earmarked funds.
