I'm resubmitting this today. I'll telegram most the delegates that endorsed it last time to inform them. I’ll also step up the breadth of my at-large telegram campaign. Here again, the proposal:
The Nuclear Terrorism Act
A resolution to improve world security by boosting police and military budgets.
Category: International Security
Strength: Significant
The General Assembly of the United Nations,
RECOGNIZING the danger of terrorists (or other malignant, independent organizatons) acquiring nuclear weapons and technologies,
NOTING the responsibility of nations to monitor and manage their nuclear weapons and technologies,
AFFIRMING the UN's role as example to the world,
1. PROHIBITS the sale or transfer of nuclear arms, devices, or technologies to known or suspected terrorist organizations;
2. DISCOURAGES STRONGLY the sale or transfer of nuclear arms or technology to any extra-national organization;
3. CAUTIONS AGAINST the proliferation of arms or technologies to irresponsible nations;
4. CALLS UPON UN member nations to maintain adequate security over and records of nuclear arms and technology;
5. IDENTIFIES WITH and ENDORSES positive and responsible nuclear weapons practices everywhere.

2. SCORAGGIA FORTEMENTE la vendita o il trasferimento di braccii nucleari o la tecnologia a qualunque organizzazione extra-nazionale;
3. LE ATTENZIONI CONTRO la proliferazione di braccii o le tecnologie alle nazioni irresponsabili;
4. LE CHIAMATE sulle nazioni di membro di UN di mantenere la sicurezza adeguata sopra e le registrazioni di braccii nucleari e la tecnologia;

Actually, this might not be the best translation as my Italian is really just butchered-up spanish mixed with a few musical and operatic snippets. This being as it is I used a web-based service to tranalste this.

Approve this proposal! It's all that and more! Tell your delegate! Tell your friends! Tell your 4th grade teacher! If you don't have any friends or a fourth grade teacher, then tell me, and then tell your regional delegate!

Excuse my blunt manner, but what the hell would you want it in Hebrew for? I think if we translated it into Spanish, French, and German that would be quite sufficient.

Because we aren't sure which languages are spoken more or less than others in NatinoStates.
English and / or German documents are perfectly legal in the Confederated City States, so as long as one of those two languages is being used, my government will be able to participate in the discussions.

Try and look for UN Delegates that seem interested in international security issues if you step-up your telegramming.
How close was your proposal last go around? I'd like to see this reach the UN floor.

Just had a comment and a question :-

Would it not be better to improve world security by improving foreign relations, rather than building up lots and lots of highly powered armys?

What do you define as irresponsible? Or rather, what would you ask the UN to define as irresponsible?

If anyone feels like giving some needed charity to a small woddland creature, I would appreciate any telegrams sent out to inform delegates. Even if you only send one, I appreciate it greatly. I have gotten through probably the top half of the "yes" delegate votes for The Law of the Sea proposal (resolution soon-to-be), and of course those that have already endorsed don't need telegram.
If you can't help me out with this than you're a big, ugly ogre. No, just kidding. If you can, great and thanks, if not, any support (or even dissent) is appreciated as well.

I agree with you whole heartly chipmunks on this issue. I already approved of It and have told everyone in my region who is a UN member(about 10) to vote for it. As being a regional delegate I will try to get it passed but there is only so much I can do so tell me on this post or telegram (michael 02) to tell me how I can help. Personally I am tired of the tree hugging proposals. The UN might as well be the green party.

I would gladly vote for it should it be in a position to be voted for, but only if you modify the clause, or clarify the clause, about "irresponsible nations" as that term is somewhat wolly and subjective :}

It's meant to be somewhat subjective. Since the UN is merely cautioning strongly against it, the power to decide irresponsibility is in the hands of nations. Plus, I believe that, also because it doesn't "force" nations to do this, that this cuts down on governemntal over-complexity. It makes it simple and upfront.

I have no problem with that if it leaves the power to decide in the hands of my nation, rather than a group of nations.
However I did re-read the first part
1. PROHIBITS the sale or transfer of nuclear arms, devices, or technologies to known or suspected terrorist organizations;
and I have a potential problem with this. If the UN is willing to let nations decide who or what is irresponsible are they also willing to let the nations decide who or what is a suspected terrorist organization?
