Serconea, If I remember correctly from when I looked at it earlier today, it had reached the point where it was due for deletion in the next update, which I think happened a little while ago, if it did not get enough delegate endorsements.
Which, from what looks to be the case, was in fact the case.
* It may have also have been deleted by Moderation staff other-wise if it was found to be illegal, but at this time I would think it had simply reached the end of the listing period it had.

Last night (Thursday morning at 12:30 am PDT) there were a host of proposals that should have been removed on Wed. Sep. 14, mine among them.
I've seen proposals stay longer in the resolution queue before. Given the support that proposal had, the author should resubmit it ... but I don't think a UN ban on Capital Punishment is going to pass. It failed on the UN floor in late June.
The reason I believe it failed previously is because the majority of members felt it is better to handle this as a domestic issue, which is our opinion also.

While capital punishment is banned in my country (and we've taken a political freedom hit for enshrining this civil right), the topic is too contraversial internationally to really bring nations together. I'll dig up the text of the failed resolution so that the authors might be able to learn from past failed resolutions before sending us down this road again.
