United Nations Rapid Responce Force Up for a Vote

The Republic of Sudaea has announced the proposal titled: UN Rapid Response Force. This proposal is up for a vote on the list of UN proposals. It is a worth proposal. It outlines the need for a rapid responce force for the UN to have control over to use in situations like Rwanda, Liberia, and The Sudan.
The Republic of Sudaea urges delegate nations here to vote for UN Rapid Response Force.

First, it's up for Approvals, not a vote. Sustainable Energy Sources is the only thing currently up for a vote.

Second, please post the actual text and effects of the Proposal.

The proposal appears to read as follows:

UN Rapid Response Force

A resolution to improve worldwide human and civil rights.

Category: Human Rights
Strength: Significant
Proposed by: Sudaea

Description: Recognizes: The need for a UN force to respond to violating nations which openly disobey UN law and international law. Cites Rwanda as a prime example of the need for a RRF.

Also Recognizes: Without a rapid response force, genocide and other crimes against humanity would still continue until a meager UN PKO arrived, under budgeded and under armed.

Creates: All nations will contribute to the Rapid Response Force or UNRRF. Larger nations will contribute military forces and funding while smaller nations may contribute military forces alone.

Also Creates: An organization called United Nations Rapid Response Force Command Center UNRRFCC, which will oversee deployment and logistical command of the RRF in the region or nation in need.

Deplors: The use of private militias or "Executive Outcomes" in the aid of troubled countries.

A Rapid Responce Force would be controlled by the UNRRFCC which would be comprise of five of the largest and most powerful nations in the UN, with the Secretary General at in Charge.

A RRF is necessary for the UN to have, in order to quell problems before they get out of hand. Without this, more and more civilians die, and more and more nations crumble.

Um...oh dear

1. RL reference.
2. Says a Peacekeeping force is all that would arrive to help in a crisis but we don't even have peacekeepers
3. Puts it all under the control of 5 nations when the UN comprises 33,943 member nations.
4. Mentions a Secretary-General, which we don't have.

Also, since all NSUN nations must automatically follow resolutions, there is actually no need for a military force to "respond to violating nations which openly disobey UN law."

Another possible RL reference in 4. 'Executive Outcomes' may or may not be a euphemism, but there is a real PMC called that. It was the one in the Equatorial Guinea coup attempt.
