I have a question that I emailed to Max but he has yet to get back to me and by now, I don't think he will. I had an old nation that I didn't log into for long enough to get it deactivated and registered for this one. My old country was part of the UN but because it no longer exists, can Meriadoc join the UN?

Yes. Only one at a time, but you are allowed to switch.
