The United Nations,
RECALLING its resolution of 6 December 2003 "Banning the use of Landmines"
NOTING that said resolution only covers landmines, and not cluster bombs or napalm
CONCERNED about the fact cluster bomblets remain active for many years after initial deployment,
AND that they are very hard to find and look like toys
NOTING that the use of napalm prevents land from being used for farming for many years
DESIRING to protect civilians from being hurt or killed by cluster bomblets and from suffering skin burns due to napalm.
AWARE of a nation's need for defence,

CALLS on all nations
1. To cease manufacturing cluster bombs and napalm immediately.
2. To cease purchasing or selling such weapons.
3. Not to use them in any conflict they are engaged in.
4. To destroy all such weapons in their stockpiles within 5 years.
5. To give all possible aid to humanitarian organisations clearing up landmines, cluster bomblets, or land damaged by napalm use.
6. To prevent private companies who sell such weaponry from operating in their country.
7. To cease investment in offshore enterprises that have companies producing or selling such weaponry in their portfolios.

It is so resolved.

All herbicides are toxic. That's why they're called herbicides-- they're toxic to weeds.

Both napalm and cluster bombs are really more damaging to troops than the environment itself.

How about FIRST we discuss, THEN you make alterations and NEW DRAFTS, and FINAL, if there are no noteworthy protest, you actually SUBMIT it?

Would give it a lot more chance to survive.

-My nation uses the DPICM munition for artillery. It works like a clusterbomb, but is not officially defined as bomb and is thusly not affected by this resolution. Define clusterbombs in a proper way.
-Usage of DPICM munition is considerably widespread, for it is more effective versus armour than regular brisant shells.
-My nation will not support any proposal wich bans a section of our military equipment without providing an equally effective or more effective alternative.
-My nation and region support a ban on the usage on napalm, as this weapon is not the most effective weapon in his kind, causes more suffering than is needed for the goals, and is generally a weapon used to scare people, in other words: a weapon of terror.
-My nation and region strongly support giving all possible aid to humanitarian organisations clearing up landmines, cluster bomblets, or land damaged by napalm use.

If we're being picky, could I point out that the proposal in the queue still has a rogue reference to toxic herbicides, even though it's been deleted throughout the rest of the text?

...NOTING that the use of napalm and other toxic herbicides to prevents land from being used for farming for many years...

We can't debate the issue until it's approved, can we?

I've asked for the rogue reference to be removed.

I have already made submissions and made changes based on their response.

Now that you've mentioned DPICM shells, they will count as cluster bombs should I have to resubmit this at a later date.
