NOTE:
"Indigenous peoples who engage in 'aboriginal whaling' using traditional non-industrial methods and taking only a small number of whales each year, to be exempt from the ban. A register of such peoples to be set up by the UN."
So - all indigenous people cathing traditional etc. etc. ARE EXEMPT from the ban. There is no need to register or apply or anything.
But I suggest that UN members with such activities simply INFORM the UN here. Then UN can set up a register.
There are other threads where nations apply - but this is not in line with the resolution - and not in the spirit of proud and free whales and whalers alike.
