I've looked through the archive of UN proposals, and have not found any that were ever defeated. Does this not seem to indicate something about the UN? :confused:

Yep it indicates that failed proposals aren’t recorded.

We fail a few.

Yes it's true that proposals that fail are never recorded.

There is no announcement. There is no casket.

Here's the life of a proposal.

1) Submitted by author (or other sometimes)-timer started for it to gain enough support (usually several days)

2) Endorsed or not endorsed by UN regional delegates (only a region's delegate can endorse a proposal at this stage)

3) At the end of "timer" endorsements counted by computer (if it has the needed support, it goes to the general body; if not, it dies).

4) Proposal goes to be voted on by all UN members.


As you may soon learn, one a proposal reaches the floor (at vote for all UN members) there are only a seldom few that fail. These too are not recorded. But take it from me: before going to the general assembly, most proposals fail; after going, almost none fail.

The ones I'm aware of that failed:
Illegal Logging
Ban the Death Penalty

Actually Illegal Logging passed as the 66th NS UN resolution on 2004.07.18 by a vote of 10,608 to 4,917.

The other resolution that failed in 2004 was:

Space Defense Initiative.

Of course the SDI resolution inspired the Tracking Near Earth Objects resolution, which passed on 2004.07.05 by a vote of 12,351 to 3,272.

Tuesday Heights has a pdf file with a summary of all of the adopted NS UN resolutions, including total votes and "ratios", that I think many of you may want to see. If anybody has information on the date of vote and total votes for resolutions that failed, such as "Ban the Death Penalty" and "Space Defense Initiative", I want to add these resolutions to our archive.

Tuesday Heights and my government will be working on building a better UN resolution archive, along with formatted text of any resolutions we can find. Other resources, such as proposal writting guides will eventually be added to Tuesday Heights' web page as well ... or at least that is our plan. :)

Yes, Miktivity and I are compiling sources to help better knowledge and information within the UN.

I have scanned the file with Norton AntiVirus 2004 before uploading it, and it is clean by my scan.
