Nope. It's been suggested many times and rejected many times. Can't remember the reasons off the top of my head, but they seemed pretty solid at the time(s).

That depends on what kind of power the Secretary General was given. Since the NSUN doesn't have a Secretariat and any programs we "create" are just assumed to go along and be merry, an NS Secretary General wouldn't be able to do much. From a role playing side, the SG could have some kind of influence as the figurehead of the UN and so on, and that wouldn't involve recoding of the game. The problem at that point becomes contending with the fact that the majority of people in the UN think that role playing has no place in this forum.
