What exactly does a UN deligate do?
Are they incharge of anything?
What do they do for the region?

The Delegate casts more votes on UN resolutions, and may, if the region's Founder permits him/her, change the World Factbook Entry, password the region, and eject/unban nations.

Deligates also vote to approve proposals so that they can come up before the general assembly to vote.

With UN voting, a delegate's vote is worth the number of endorsements he or she has- meaning that in some cases their vote is worth 200 votes.

Ejecting/banning/unbanning can be very important, especially in a region where the Founder has CTE. Gaining/retaining control of the delegateship is the primary goal of invaders/defenders.

If the founder allows it, has the same regional powers. They also acn make proposals as well as endorsement and vote. They only have one vote at the resolution stage.
