First Draft: Nuclear Arms and Technology Act

After much consideration on my part, I have the following first draft, though limited in scope (in order not to step on any overly large UNRAP toes)


RECOGNIZING the size of the responsibility of having and maintaining nuclear arms

NOTING with dismay nations which use nuclear might without thought of recourse or consequences,

NOTING further the many radical and independent groups whcih intend to acquire nuclear arms with the intention of performing aggregious acts,

AFFIRMING the role of the UN as example to the world;


1. REQUIRES that all UN member nations be accountable for the large-scale destruction of human life;

2. RESOLVES to use nuclear arms responsibly in warfare and exhibit restraint in their display and use politically;

4. CONDEMNS the exchange of nuclear arms or technology beyond a nation's borders;

5. PROHIBITS the sale, by United Nations member nations, of nuclear arms to radical groups with malignant or dubious intentions;

6. DISCOURAGES STRONGLY the proliferation of nuclear arms of technology to rogue or developing countries;

7. APPLAUDS the easing of nuclear tension around the world;

8. SUGGESTS and ENDORSES the scaling back of nuclear stockpiles, the signing of treaties against nuclear arm usage, and the preference of bomber based nuclear devices to missile-based nuclear devices.


What needs to be changed? What's the feedback?

This goes against the reasons as to why people get nukes in the first place: if you can't swing them around like a hooligan saying you'll nuke everything in sight until you get your way, then what good are they?

I will take into account the points you've expressed and will consider revision tomorrow.

The Draft Resolution is good. Very good. However, there is some language that could be improved, namely, Item 5 (PROHIBITS...).

"Malignant or dubious intentions" is incredibly vague and depends solely on an individual Member State's political views. Using a modern geopolitical example, the Palestinian Authority might consider Hamas to be a group with well-reasoned and acceptable intentions; while even casual observers in foreign nations would suggest Hamas fits the description of the Resolution text.

I am not sure how this could be improved, aside from prohibiting the sale of nuclear arms, weapons-grade minerals, or nuclear technologies not only from one Member State to another, but from a Member State to a non-governmental entity. That would probably be easier to enforce, and more equitably worded.

The mentioned reforms have been considered and this is my first attempt at implementing them:


1. REQUIRES that all UN member nations stand accountable for nuclear arms and materials within their borders;

2. RESOLVES to use nuclear arms responsibly in warfare and consider restraint in the display and use politically, of said arms;

3. CONDEMNS the displacement of nuclear arms or technology beyond a nation's borders;

4. PROHIBITS the sale, by United Nations member nations, of nuclear arms, materials, or technologies to independent groups;

5. DISCOURAGES STRONGLY the proliferation of nuclear arms, materials, or technology to rogue and developing countries;

6. APPLAUDS the easing of nuclear tension around the world;

7. SUGGESTS and ENDORSES the scaling back of nuclear stockpiles, the signing of treaties against nuclear arm usage, and the preference of bomber based nuclear devices to missile-based nuclear devices;

8. ADVOCATES the implementation of reasonable economic and political penalties by UN member nations on other member nations for violation of the NATA;



modified: (clauses 1-5)

1. changed entirely in order to make it DO something, since it was serving no purpose previously.

2. lightened the wording to allow more for cowboys to sling guns without Calamity Jane crashing the party...

3. there was no "3" in the original draft. oops.

3 (old 4). clarified the clauses intent and enforcement

4 (old 5). described prohibited sales more clearly; added "materials"

5 (old 6). added "materials" changed "or" to "and"

added (clause 8)

8. added in order to encourage and allow self-policing of the UN (red. by UN members).



This seems all I can think of for now. more feedback? are things still broken? are changes I made not working? are there more specific arguments I can use for the first 4 lines?
