As found on the top of page 15 of the current proposals:

Global Irrigation Initiative
A resolution to improve worldwide human and civil rights.


Category: Human Rights Strength: Strong Proposed by: Hilversum Grandeur
Description: Hereby the UN will finance irrigation projects in any and all nations that:
1) Suffer from food shortages
2) Posses a farmland surface too small to produce enough food
3) Posses surface that is too dry to be effectively turned into farmland without large scale irrigation projects.

This with the goal to fight world hunger.

Approvals: 0

Status: Lacking Support (requires 135 more approvals)

I prolly did this in a completely wrong manner, but I'm a n00b. Feel free to flame but if I'm wrong in something feel equally free to explain.

Anyway, the proposal looks pretty clear to me, approvals please.

Why subsidise nations who are crap at agriculture?

Let them do a Japan and trade skills/tech for raw material imports.

Actually I feel that you did a good job on this proposal the only problem I can see is You didn't say how these projects will be financed because the UN has no operating budget and therefore cannot finance anything.

Greetings Hilversum!

For a first proposal, it is not bad at all (you should see what we preposed the first time - it makes me chortle just thinking about it!).
However, as Flibbleites has pointed out already - people will want to know how this initiative will be financed; there are no specifics and vagueries (I am discovering) is a no-no.
Also, many countries might not vote in favor of the proposal, simply because it will adversebly affect their tax-rates.

Oh and don't pay too much attention to Gurning - I am starting to think they have issues in Gurning that goes waaaay beyond the scope of my experience.

Every nation under the United Nations of Nations will have to contribute in at least one of the following ways:

1) Send men/material to help plan and execute the projects
2) Send financial means of support to help plan and execute the project.

All in RP ofcourse... otherwise this would interfere with game mechanics...
