Fellow UN Members and Delegates. I urge you to help support the Pollution Controls mandate.

We do not want to live in a future world where all our cities are clogged with smog and lives of people will be shortened.

So UN Delegates I urge you to get this initiative on the ballot and I urge the UN members to get their delegates to support this initiative.

Thank you and may God Bless you.

Here we are...
Pollution Controls

A resolution to increase the quality of the world's environment, at the expense of industry.

Category: Environmental Industry Affected: All Businesses Proposed by: Zailen
Description: We know that much industry is still polluting our waters, air, and land. We also know that in order to maintain our natural resources we must also find alternative solutions to things normally used by industry such as fossil fuels, coal, and wood.

The Allied States of Zailen here by proposes a mandate to make industry:

1. Cut air pollution by using alternative fuels such as Hydorgen, Propane, or Natural Gas.

2. Cut water pollution totally by finding non-toxic materials to substitute the toxic materials used to manufacture products which in some countries is dumped into the water.

3. Find other materials other then wood for building materials.

And Business who does not comply with these mandates can be charged upto 5% of their company profits and used to help clean up their toxic mess.

We believe that it is neccasary to stop industry from damaging our enviroment and effecting peoples health. We dearly hope you support this proposal by the Zailen Government.

Problem: Article 1 states that air pollution will be cut by use of 'alternative fuels' such as hydrogen, natural gas and propane. No problem with hydrogen - just reacts with oxygen to produce water vapour.
But natural gas and propane are pollutants. Both are hydrocarbons, and react incompletely with oxygen to produce smoke, ash and soot. Smoke, when combined with high water density in the air, makes smog. Not exactly what you would want as a result of your proposal.
Natural gas (methane) is also one of the major greenhouse gases, and while your proposal is not aimed at cutting the greenhouse effect, you cannot ignore it.

2. Cut water pollution totally by finding non-toxic materials to substitute the toxic materials used to manufacture products which in some countries is dumped into the water.
Or we could filter them and (what's the correct term?) treat them.

3. Find other materials other then wood for building materials.
Like coal or oil, for example?

Encouraging the use of hydrogen as a fuel source will only further air pollution. True enough, using hydrogen doesn't cause any pollution aside from water vapor, but production and shippingp hydrogen requires an immense amount of energy. Where does said energy come from? The burning of hydrocarbons and so on. It's illogical to think that a nation could refit a multi-trillion dollar infrastructure based on fossil fuels to run on hydrogen or other fuels.

We need to have some way to implement it, and some specifics. Companies can't just switch emmedietly, but they need some guildelines for doing it.
