The proposed resolution would restrict UN members from imposing the death penalty on offenders who comitted their crimes when they were underage.

Take a look at my "death penalty guidlines" proposal. It does much more about the death penalty, and includes what you are proposing (you have to have commited the crime when you were 21 years old ore older)

It is usually easier for proposals to be debated when the author places the content of them in the forum post.
