"Commissioner for Human Rights" Proposed Resolution

I proposed the following resolution and I would apprecaite the support of regional delegates.

Title: Commissioner for Human Rights

Whereas, the United Nations supports the human rights of all citizens of the world;

Whereas, the United Nations has stated this committment in numerous resolutions including the Universal Bill of Rights, IROC, Wolfish Convention on POW, Children in War, and the Refugee Protection Act;

Whereas, some United Nations member states choose not to respect these rights affirmed by the resolutions;

Whereas, resolutions regarding human rights but not providing enforcement powers are not effective in the mission of protecting human rights;

Be it therefore Resolved, that the United Nations establish the Office of the United Nations High Commissioner for Human Rights (OHCHR), whose duty it shall be to ensure the human rights of all citizens of the world are protected;

Resolved, that the High Commissioner for Human Rights shall alert the governments of member states and the United Nations as a whole when human rights resolutions are ignored or unfulfilled;

Resolved, that the High Commissioner for Human Rights shall be an advocate, both inside and outside fo the United Nations, for victims of human rights violations around the world;

Resolved, that the High Commissioner for Human Rights shall press the United Nations and member states to take steps to prevent violations of human rights;

Resolved, that the High Commissioner for Human Rights shall work with member states to aid in the implementation and enforcement of United Nations resolutions regarding human rights.

This is fairly pointless, since in NS, resolutions are implemented automatically, with no chance of protest. This is explained in the game FAQ.

I completely disagree.

This resolution / proposal is a wonderful idea and well written.

First, though the FAQ states that resolutions are implemented automatically, nowhere in NS does it say *how* resolutions are implemented. If you were active in the NS UN forum in Feb / Mar '04, then you would have witnessed some of the most blatant (and creative) re-interpetations of UN resolutions.

In fact, many of the resolutions that were not implemented in the spirit that was clearly evident by both the original wording of the resolutions and debate of the UN forums, are listed in the author's proposal.

Second, the point of the resolution is to essentially create a UN sponsored office to keep track of the effectiveness of Human Rights related issues. Surely a UN office can be more trusted than having to hunt and peck information and statistics on our own, on a case-by-case basis.

Needless to say, I believe this is something that has not been addressed yet and has my 100% support!
