Not that it will stop nations submitting them :)

I suppose that means by you because some nations don't agree and there is nothing to stop them disagreeing.

What nations perceive as 'international' issues differs and the United Nations.

It is true that some issues aren’t likely to be touched with a ten foot barge poll but unless it violates game mechanics there is no reason not to submit them.
