the DSH's stance on the death penalty

The democratic states of Hirota appreciates the strong tide of opposition against the previous resolution at vote, and applauds the due process that this resolution at vote is enjoying.

We appreciate the position of member states to oppose this stepping on the metaphorical toes of various heads of state, and agree that an outright ban upon the death penalty in all member states would be impossible to achieve without causing further strife and untold accusations of the UN

However, we would argue that the death penalty, if not carefully controlled can become a tool not used for justice as society may demand, but as a tool for the governing body to perform genocide.

We find it interesting that in many nations a disproportionate amount of members of racial minorities receive the death penalty. (RL example, in America 20% of trials that carry the death penalty have a member of a minority on trial, whilst the percentage of all executions which involve a minority is 43%). We would urge that legislation be passed by member states to attempt to address this.

Secondly, we would be concerned by the prospect of juvenile's receiving the death penalty, and would urge member states to limit this.

Would member states agree the intent behind this posting would make a suitable proposal?
