ok first thing, ALWAYS POST YOUR PROPOSAL IF YOU WANT PPL TO LOOK AT IT! Secondly the delegates don't "propose" it, they approve it. You should really take these into consideration next time.

I will not support a proposal that seeks to give rights to underage kids who don't even support themselves in the real world to gamble. If they're "legal" adults, they can gamble their hearts out, but if they're still kids, well, they shouldn't be spending their time gambling, they should be studying.
