A foolish resolution. If refugees can not find themselves a home then that is thier problem. The UN should not be the worlds social services.

A callous governmental stance, unsupportive of maximizing individual freedom and empowering self-determination of a meritocratic population.

Perhaps an alternative resolution might establish that parties involved in waging war would be responsible for non-combatants well being. Though in practice this would only work if the UN were an economic unit. ie. preferential trade agreements given to all UN members. This would encourage non-UN members to join the UN for this preferential treatment and would increase the social pressures toward non-violent solutions.

That's definitely an interesting angle, I'll have to keep that in mind if this one doesn't make it.
