How far does UN mandate go?

Not sure if this has been addressed heretofor, but do UN resolutions apply to IC actions taken by member states?

The UN page only says:

Basically, when you're a member of the UN, you're bound by all previous and future resolutions.

In real life:

Only the resolutions dispatced from by the Security Council are mandatory & to be folowed. The ones dispatched by the General Assembly or Economic and Social Council are more like suggestions.

Only if an Resolutions dispatched by the GA or the ESC is aproved by the SC it gets mandatory.

In NS: ever resolution that pass is mandatory for UN Members

But in particular, does it just affect the daily issues, or all the actions of a Nation? I dobut someone would RP a clitoridectamy, but there's a whole host of issues, like introducing a plague with infected ballast water, or flagrantly violating someone's free speech rights in the course of regional politics, that could arise. If someone were to break a resolution with an IC action, could they be booted from the UN?
