UN Delegates

Okay, so here I sit, very confused about how this game is working. I thought to be the UN Delegate for your region, you have to have the most endorsements in your region. So I have 6 while the nation that actually holds the title of UN Delegate holds only 5. How is this possible and how do I actually become the UN Delegate? Someone help, I really want to know!

It should work that way. If you have 6 and the other person has 5 then you should be regional delegate. I know that there is an update gap. It takes a little bit (a day?) for it to recognize a new regional delegate. That might be the problem.
Other than that I have no clue, maybe something's wrong.

Once a day, there's an update, where you should become Delegate.

what is good about being a un delegate?
actually, you do not have more endorsements than your current delegate.
