At first glance this appears to me to be a very stupid question.

I arrive at work at the big corporation where I'm employed, only to find that economic factors beyond my control have caused the firm to downsize and my position has been eliminated. So I gather my personal belongings from my office, collect my severence package (yeah, I know I'm dreaming on that) and head out to the parking garage to go home and update my resume. As I step out of the building I'm suddenly slammed against the wall and arrested for being unemployed?

On second glance this apprears to me to be a very stupid question.

This question only makes sense in the context of a planned economy or welfare state, where the state has some stake in whether you have a job or not. In a free market economy, there are consequences of being unemployed already, and the individual has some choice in how/when they will rectify the situation.

As a free-market nation, this question is nonsense to me. You might as well ask whether it should be illegal to stub your toe.

Who do you arrest or fine for being unemployed?
The worker?
The private sector?
Government?
