Some countries, particularly anarchist countries, don't have a military, though.
Actually, anarchist countries would already allow bazookas.

We refuse to make guns or any form of weapons, publicly available. Our laws restrict ownership of weapons to members of the military and members of so called "Gun Clubs" where people need to have a) no criminal record and b) be mentally stable, but weapons are banned from the public.
We will not support a resolution that makes weapons, including bazookas, available to the public without any restriction. We value our lives so we will not invite our citizens to shoot each other mindlessly. It is not a right to own a weapon of any form.

I can't fathom a reason to let rocket launchers be sold to the public here. On the other hand, it's not my place to just say that nobody can own one.
But they will be forewarned of the consequences if they damage persons or property with it.

Now,w hat would be the good of doing that? Most hevay wepaonry like that would be difficult to fire without injuring someone or damaging someone's property, and then you would be arrested.
Not to mention how expensive an open-market bazooka would be.

What would having a bazooka do differently than a regular gun could do. If you need to have a bazooka you should join the military. Guns cause problems and an even larger gun that can cause mass destruction will be even worse. I really dont see the point in getting a bigger for a smaller gun is all we need.
