Description: Whereas it is deemed that the cost of Democracy is seen to included, and not omit, all from this empowerment. The freedom of speech and freedom of thought is here so decreed.
Each person who should be part of the democratic substance of which we all belong, do hear by sign and include the aforementioned right to all citizens of inclusive nations.
Though nations who do not include written form, by way of constitution, now enact this proposal as is so should be written, the right of freedom of speech and thought.
Here, be it said, that each member of this institution, The United Nations, ratify and include this proposal into written and non-written constitutions of the countries who are members.
