Worldwide Infectious Substance and Health (WISH) Act

Greetings to all of my esteemed colleagues in the UN. The Lord High Ruler of Elite Simplicity has asked me to present a proposal to you all, that we call the WISH act. Given that the current state of affairs has different groups of volunteer medical and specialist personnel strewn over several regions, and given how apparently easy it is to obtain infectious material for terrorist purposes, we propose creating a single, multi-national entity, the WISH organization.
This group will be funded by UN members to watch over, organize, and be accountable for worldwide volunteer medicine, outbreak emergencies, and storage of infectious materials and vaccines that need to be maintained for research purposes.
Use of the services of this group will be without further cost to UN members, and will be available at cost to non-member nations.

The Lord High Ruler of Elite Simplicity wishes me to convey his sincerest thanks to all who have supported his proposal. He has also asked for me to post the proposal here for ease of distribution.

The WISH Act:
The Worldwide Infectious Substance and Health Act will consolidate the current efforts of the CDC and organizations such as the WHO and Doctors Without Borders to make a global baseline for health. This organization will be funded by mandatory contributions from all UN member countries, as a percentage of their GDP. The Board of WISH will be comprised of a delegate from each region, and will control the disbursement of volunteer efforts and supplies as needed to outbreak areas.

WISH will be empowered to, upon request by a non-member country, deliver volunteers and supplies if supported by a 2/3 majority vote of the Board. Funding for requests made by non-contributing countries may be recouped by billing that country's government or Health Department directly.

WISH will also, as a part of its mission, be responsible for holding stocks of infectious samples and vaccines for testing and research purposes. All samples will be tracked and accounted for on a bi-monthly basis. Once all samples have been received into WISH stockrooms and validated, outside samples not being used for research purposes shall be destroyed. This will prevent or minimize the use of such agents for weaponry purposes. Any country who wishes to partake of WISH services must adhere to these rules as well.
