New Proposal: Global Anti-Terror TaskForce

Greetings to my esteemed UN Members

In 1919, at the Peace Conference of Paris, a resolution was passed by the attending Nations to instigate what became the League of Nations.

It's Charter was to protect world security and promote peace among it's member nations.

With the advent of WW2, This League failed to maintain it'prime charter of peace, and was subsequently disbanded and ceased all it's activities.

The League was the forerunner of what we now know as the United Nations, this new and improved body, has promoted the ideals of peace and maintained global security.

However, like all things, we must continually evolve to keep pace with the everchanging world among us.

Global Terrorism, is the new war that all Nations and subsequently the UN now face.

This war is not traditional and therefore does not have tradtional means in fighting against this new threat.

As with the continued improvement of itself,

I implore you to consider your support for a new proposal.

"Global Anti-Terror TaskForce"

I look forward to your support, and thank you in advance for your consideration of an issue, that threatens the fragile peace we all work so closely to maintain.

Global Anti-Terror TaskForce

A resolution to improve world security by boosting police and military budgets.

Description: With Terrorism becoming an ugly reality for all Nations today. It has become noticeable that many Nations despite their best efforts, cannot fight this growing threat properly.

Be it with lack of resources or lack of manpower, smaller nations have become the target for many of these Terror groups. Smaller nations enable these groups to gain a foothold, thus leveraging their attacks onto larger neighbours.

It is therefore proposed that the member Nations of the UN, scrap all individual efforts to fight Terrorism on their own soil, and combine their efforts under the new banner of a Global Anti-Terror TaskForce.

All judiciary powers of individual Nations used in fighting this threat will be handed over to The Global Taskforce.

This Taskforce will be above any national law, and will abide by legislation set out by the UN itself.

Nations will contribute, financially and with any resource on a per capita basis, making all National contributions fair and equal.

Initial offerings will be made to smaller nations, so that an immediate TaskForce presence will be felt.

Since Terror groups do not recognise any borders or respect any Nation over another, the TaskForce will be set up to act quickly and efficiently, moving from one Nation to another with ease and right of passage in order to apprehend these groups and any rogue Nation that will give refuge to them.

The Council of Enn cannot support any taskforce that operates above and seperate from national law.

You say you cannot support a TaskForce above national law, however consider the many loopholes that nations around the world have that allow, Terror groups to operate untouched.

Although, many see the autonomy proposed to be given to this new Task Force, many turn a blind eye to the fact that this TaskForce is governed directly by the UN itself. In effect ...all Member Nations.

So although individual National Law will not apply, a Global UN legislation will.

Consider the cost impetus to maintain one's military.

This cost could be reduced, by limiting expenditure on one's own military.

Smaller nations today, cannot fully afford to fight this terror threat properly, and therefore maintain the biggest target for footholds by these groups.

Reduced spending on military budgets, would also lessen the trade on the black market, and weapons manufacturers.

Essentially by being called a member of the UN, we as member nations are working toward peace and security.

What is there to fear from a fellow member nation? war?

You would be going against your own ideals, in being part of the UN itself.

I therefore implore you to reason once again on the benefits of such a proposal.

We don't have a terrorism problem. Nor do many UN members.

The UN includes a very broad scope of nations, from fascists to communists, strict theocracies to vague collections of aimless hippies with no effective government. It's no surprise, then, that we're very wary of any attempt to produce a UN military, however regulated. You'll notice that we don't even have a peacekeeping force, because nobody would be able to agree on it.

Given all this, it's rather surprising that anybody thinks an ELITE UN STRIKEFORCE would be a good idea. We get these on a fairly regular basis - they're always ABOVE THE LAW, ignoring all national borders, laws, and so forth. For some reason, they never have any mandate, regulations, or anything of the sort, because that would make them TOO WEAK TO FIGHT THE TERRORISTS. In effect, you'd have a one-world police force. Nations constantly complain that the UN is destroying their sovereignty by making their construction workers wear safety helmets or demanding that they don't set kittens on fire. Do you think they'll be happy about this? In exchange for the combating of some undefined terrorist threat, they'll be giving over every scrap of sovereignty to a pack of trigger-happy troops without a shred of regulation to stop them from shooting everybody in the country on suspicion of terrorist thoughts. We're not even told who's going to be in charge of the thing.

And we'll never support any document that employs the word 'leveraging'.
