Repeal the abortion resolution. Why abort unborn babies? These babies should have at least a chance in the world.

You can repeal a resolution with another resolution. It happens all the time.
Governments do this all the time. Remember prohibition?

That may be true, in real life, but this isn't real life, it's NationStates and the rules state quite clearly that repeals are forbidden due to game mechaniacs.
