End descrimination in the government!

I have written a proposal to end employment descrimination. Sorry I dont know how to link to that actual proposal, but if any of the rest of you would like to be so kind...
Anyway here it is:




This Act will end all forms of descrimination as is concerned with employment in government-regulated work environments.

Under the Employment Descrimination Act, no employer reviewing candidates with regard to government-sanctioned employment opportunities may consider any sort of personal bias not deemed appropriate by the UN council to the process of employing the most qualified individuals in the most efficient manner possible. The following conditions this council considers to merit inappropriate hiring practices:

1) Denying the most qualified candidate for a position employment opportunities based on any form of personal vendetta held by the employer, be its source the social class, race, religious affiliation, or sex of that candidate. (The definition of "qualified" shall be left initially to the judgememnt of the employer, however if the validity of said employer's established definition comes into question, creation of a working definition shall then come under the jurisdiction of the UN council.)
2) Allowing a less qualified candidate an unfair advantage over any more equalified candidate based on the afore listed attributes, be they those of either candidate.
3) Terminating employment of any employed party solely for reasons that are directly related the afore listed attributes, and with no consideration of those attributes' effect on said party's ability to efficiently conduct his responsibilities.
4) Changing the nature of any employed party's work in order to accomodate any less-qualified party for reasons of personal bias in any party with authority to do so.

Thusly, the process of employment shall in no way be affected by attributes of any candidate that could in no way relate to that candidate's ability to meet the demands placed on him by said employment.

If any employer or authority in any government-sanctioned work environment violates the limitations established by this act, he shall then be obliged to surrender his authority to the UN.

This act does not apply to privately owned and operated businesses, for it is the sole right of any person to do with his property as he wishes without interference by any government.

This act shall come into effect immediately in all UN member nations, and must be fully in effect within 5 months of passing.

Does this impinge upon the rights of a dictatorship to emply their relatives in all key government and military positions?

It's good and all, but what about a situation like this, like, let's say a black man and a white man go in and apply for a job where there's one position left, they both had the same skill, but the employer hires the white man for some reason, I dunno, but the reason was NOT because he was white, so the black man accuses the employer of being racist.


For giggles, let's say that the white man said he'd do it for a quarter less than the black man wanted to do it for? Is it still discrimination against the black man because the white man wanted to do it for a quarter less for the same abilities?

Well, the black man would have no case. The proposal protects an employer's right to hire workers in "the most efficient manner possible," and is it not more efficient to hire equally skilled workers for less pay?

It seems to me this proposal is just reverse discrimination. If we are so anxious to end racism, then lets not make race an issue, since one's color does not matter.

I'm just glad I'm not in the UN.... FWS businessmen can hire who they want... Well there are only whites in FWS, so there is basically nobody left to discriminate against !!! Women don't want to do factory, mining, farming, assembly line, etc work... So everybody is happy.
